The "abused" tend to be abused several times before/if ever breaking away. Initially They think They attract these situations. In a sense that may be true but They're only partially to blame as predators smell prey like blood in Shark infested waters. Rather than being Stupid a victim may very well be caught in a vicious cycle, a product of Their environment/lifestyle. Human Beings tend to gravitate to the familiar subconsciously.
